Kalimah Salahuddin
Kalimah Salahuddin is a dedicated community leader, advocate, and mother. Nineteen years ago, she was a resident of Haven House, a family homeless shelter, with her three children—an experience that shaped her lifelong commitment to equity and social justice. Since then, she has served for 12 years as a school board member for the Jefferson Union High School District and as Past President of the San Mateo County School Boards Association.
Kalimah is deeply engaged in policy and community initiatives, serving on the Shared Prosperity Council and as Chair of the San Mateo County Sheriff’s Independent Civilian Advisory Commission. She is a founding member of the REACH Coalition, where she helped manage COVID‑19 testing and vaccination sites for the City of Daly City in partnership with San Mateo County and the Jefferson Union High School District. She also served as the Event Coordinator for the San Mateo County Pride Parade, supporting inclusive community celebration and visibility.
Her commitment to justice and community power extends across the region. Kalimah serves on the boards of the ACLU of Northern California, the San Mateo County NAACP, the Housing Leadership Council of San Mateo County, and the Daly City Public Library Associates.
Executive Director
Héctor Camacho
Héctor Camacho is a longtime educator and community leader committed to strengthening public schools and expanding opportunities for children and families. In 2026, he was elected to serve as San Mateo County Superintendent of Schools.
Proudly descended from generations of workers, Héctor was raised with a deep belief in education, service, and responsibility to the next generation. Over his 27-year career, he has served students, families, and educators as a classroom teacher, school administrator, elected school board trustee, and university dean. A product of San Mateo County public schools, Héctor was the first in his family to earn a college degree. He went on to complete his graduate studies and teacher preparation at the Stanford University Graduate School of Education.
Héctor's work has included building educator pathways to address California's teacher shortage, for which he received the 2024 James Irvine Foundation Leadership Award. He also co-founded the REACH Coalition of San Mateo County, bringing together elected leaders of color and community-based organizations to advance community health, expand pathways to leadership, and support historically and persistently underserved communities.
Héctor lives in South San Francisco with his wife and two children, who attend local public schools.

Davina Hurt
Davina Hurt serves as Pacific Environment’s Climate Policy Director, where she leads statewide efforts to accelerate climate solutions, maritime decarbonization, and environmental justice. An attorney, former mayor, and distinguished public servant, Davina brings a decade of elected leadership and regulatory expertise to the fight for clean air, consumer protection, and sustainable communities.
Appointed by Governor Gavin Newsom and confirmed by the Senate, Davina served on the California Air Resources Board and chaired the Bay Area Air Quality Management District board of directors, the nation’s first regional air pollution control agency. Davina supports California’s electric vehicle transition with past leadership as a public policy board member of Veloz and brings nearly a decade of experience as an elected local official and commissioner. In 2025, Davina was appointed by Governor Gavin Newsom to the California Water Commission.
Appointed by three California Assembly Speakers, she also served for a decade on a Department of Consumer Affairs (DCA) board, championing consumer protection and policy reform in the courts. Her governance and legal background are matched by her deep community commitments. She serves on the boards of the Legal Aid Society of San Mateo County and Santa Clara University’s Government Ethics Council at the Markkula Center for Applied Ethics. As a trusted advisor to the Equity Forward initiative of Silicon Valley Community Foundation and advisory council member of Samaritan House, these latest projects focus on poverty reduction and social equity in the Bay Area.

Shireen Malekafzali
Shireen Malekafzali joined the County Manager’s Office in April 2021 as the County’s first chief equity officer. In that role, Shireen supports the County to build more equitable structures, policies, practices and procedures in order to advance equitable outcomes for our communities.
Shireen brings more than 20 years of experience advancing equity through the nonprofit, government and philanthropic sectors. Most recently, she served as health equity officer and previously as senior manager for the Policy, Planning and Equity Division of San Mateo County Health since 2013. Prior to joining the County, Shireen was associate director at PolicyLink, a national racial and economic equity institute. She currently serves as vice chair of the Office of Health Equity at the California Department of Public Health, as board chair of Human Impact Partners, a national nonprofit focused on advancing equity, and board chair of the Social Justice Committee at TransForm, a regional organization focused on equitable development.
Shireen has a BS in environmental science and a Master of Public Health from San Francisco State University. Shireen lives in San Mateo County and has a passion for advancing a just democracy and loves snuggling with her two small children.

Lisa Tealer
Lisa Tealer serves as the Executive Director of the Bay Area Community Health Advisory Council(www.bachac.org ), a community health based organization focused on eliminating health disparities in diverse communities across generations in San Mateo County. BACHAC has an inclusive approach to this work by partnering with several organizations through health education, connection to resources and advocacy. Prior to this role, Lisa spent 30+ years in the biotech industry in technical and management roles supporting clinical trials and manufacturing processes and in human resources roles specifically managing a wide range of diversity, inclusion and equity initiatives. She continues to consult in the diversity, inclusion and equity space as a Senior Associate with J. Mattox & Associates, (www.jmattoxandassociates.com) a consulting firm that offers customized services and expertise to partner with organizations in creating inclusive, equitable and diverse workplaces. She has facilitated sessions on diversity, inclusion, racial equity and allyship for several non-profit, healthcare and government organizations.
